1. Conditions for the «Problems» section

This section is organized in two categories: «A» and «B». In both of them problems have to correspond to the requirements of the first part of the FMJD International rules for problemism [RI] at either «Rules of Master-level» or «Rules of Superior-level».

For every category an author can participate with no more than two problems.

For both categories no king is allowed in the initial position.

Furthermore, the compositions may not have participated in a previous contest or in a contest taking place within the same timeframe as this competition.

It’s possible to change already sent problems to the contest, if the changing does correspond to the article 2.5. of the RI.

1.1. «A-category». Problems with the balance between black and white pieces from 7x8 or 8x7 till 20x20 will be accepted. The obligatory theme is the following: «At least two black kings have to appear on the board before black either will get the possibility to do a non-capture move or black will be either eliminated or blocked in the Final position of a problem».

Example 1 and 2 do correspond with the theme of the «A-category», while example 3 does not.

№1.  A.Bakumets, «KVD-1991/92 contest»: 17 [the first black king appears before black gets the possibility to do a non-capture move], 32, 11 [the second black king appears before black gets the possibility to do a non-capture move], 18, 35, 34, 24+. The problem corresponds to the obligatory theme in «A-category».

№2.  E.Zubov, «KVD-1988/99 contest»: 29, 9 [the first black king appears before black gets the possibility to do a non-capture move], 2, 32, 38 [the second black king appears before black gets the possibility to do a non-capture move], 19, 26, 48+. The problem corresponds to the obligatory theme in «A-category».

№ 3.  S.Yushkevitch, «64», N 15, 1983: 41 [the first black king appears before black gets the possibility to do a non-capture move], 338, 38, 8, 15, 3 [now black gets the possibility to do a non-capture move while the second black king is not appeared yet: (10)], 4 [black again can do a non-capture move: (40)], 11 [(49) – second black king appears, but already after black has got to do a non-capture move], 21, 27, 27+. The problem does not correspond to the obligatory theme in «A-category».

1.2. «B-category». Problems with the balance between black and white pieces from 5x5 till 7x7 will be accepted. Problems have to correspond to the condition: «At least two first moves of black must be capture-moves». A theme in «B-category» is free.

1.3. The special condition for the «Problems» section.

The judgment in every category of this section is carrying out in two stages: Preliminary stage and Final stage.

In the Preliminary stage at least 15 and at most 25 problems will be selected by the jury for the Final stage of every category. The criteria for the selection of the problems is the sum of the jury-members votes. 1 jury-member = 1 vote.

For the Final stage the problems voted for by ALL jury-members will be selected [even in the situation that the total amount of problems is higher than 25].

If the amount of problems is less than 15, then problems voted for by two jury-members will also be selected.

Based on this it is possible that additional voting is required.

The winner in every category will be based on the smallest sum of places, which his problem will get from every jury-member at the Final stage [votes from the Preliminary stage will not be taken into account]. The same principle is also valid to define all places in every category of the «Problems» section at the Final stage.  In the situation that two [or more] problems get an equal sum of places, additional voting will be carried out.

The jury-members in the «Problems» section are International arbiters (in alphabetic order): A.Tavernier [France], S.Yushkevitch [Ukraine] and S.Žilevičius [Lithuania]. The consultant is A.Polevoу [Israel].
